When the Royal Borough of Windsor and Maidenhead (RBWM) set out on a complete organisational transformation in 2019 it was in financial difficulties like many other local authorities but was clear it didn’t want the definition and driver of transformation to be cost savings. Using iESE’s Innovation Mandate tool helped get members and officers to start using the same language around transformation and to become excited about the process the council planned to undergo.
